"You can't have any elections, unless you have all political parties allowed to participate, freedom of speech, NGOs control of the process, media covering without any fear. You need stability, first of all."
"In Crimea there were no killings at the time of the referendum. It was completely illegal from all points of view, at least people were not killed, not in a massive scale, at least. Now, people (in Donbas) might be imprisoned, killed or tortured just for being loyal to Ukraine. You can imagine what kind of results of the local elections in Donbas we could achieve by conducting them on such conditions".
