The Declaration on the “Minsk Agreements"

The Declaration on the Unacceptability of Imposing Limitations to the Ukrainian National Sovereignty by Means of the “Minsk Agreements’ ” Implementation was adopted during the roundtable held on January 28, 2016. The event entitled “The Minsk Agreements – a Path to Conflict Resolution or a Recipe for Disaster?” was organized by a bunch of Ukrainian think tanks.

The key provisions of the Declaration are:

From the legal standpoint, the “Minsk agreements” are null and void documents.

The “Minsk agreements” impose on the international community and the Ukrainian society a myth of the civil war in Ukraine.

Their realization would lay grounds for a genuine civil confrontation and would expand Kremlin’s political leverage on the official Kyiv.

The Declaration demands to:

declare that the implementation term of the “Minsk agreements” has expired

express commitments to the political and diplomatic resolution of the Russian-Ukrainian conflict

initiate a new format of the Russian-Ukrainian conflict settlement that would involve at least the US, EU, Russia

initiate a UN Resolution on official recognition the act of aggression of the Russian Federation against Ukraine

ensure that all conflict-resolution negotiations are limited to the following:

· end of the Russian armed aggression against Ukraine

· withdrawal of the Russian Armed Forces from all the occupied territories of Donbass as well as of Crimea

· release of all the hostages and political prisoners

· compensation of the losses incurred by Ukraine as a result of the Russian aggression
